How to import from Sialkot in 9 steps
Importing sports goods from Pakistan takes the same nine steps whether you buy 20 pairs or 2,000. Each step links to the detail below.
Define the product and market
Write a brief: product, materials, weights or sizes, quantity, branding and the country you'll sell in. Your market sets the duty, labels and tests. See how private label works.
Shortlist and vet suppliers
Ask for prices, the MOQ, company registration details and a live video call of the workshop. Compare physical samples from at least two suppliers, not photos.
Classify and cost it
Find the HS code for each item and work out the landed cost. Leather and synthetic gloves have different codes and rates.
Agree price, Incoterm and payment
Before sampling, get the specs, price, MOQ, Incoterm, payment terms and timeline confirmed in writing on a proforma invoice.
Approve a physical sample
Check the sample against your spec and sign it off. Keep a sealed "golden sample" as the reference for production and inspection.
Production and inspection
Ask for photos and video during production, then run an AQL inspection before you pay the balance.
Book freight and documents
Your forwarder books air or sea freight. The supplier provides the invoice, the packing list and proof of origin for UK and EU duty preferences.
Clear customs and pay duty
Your customs broker files the entry and pays the duty, fees and import VAT. The goods must meet your market's compliance rules.
Receive, check and reorder
Count the cartons against the packing list and inspect a sample of units. Report any issues quickly and add the lessons to your reorder spec.
- Approve a physical sample from a Sialkot manufacturer and agree FOB terms (sea) or FCA terms (air).
- Classify each item. Leather boxing and MMA gloves are HS 4203.21, PU/PVC gloves are 3926.20 and footballs are 9506.62.
- Budget for duty. In the US, you pay the normal rate plus a 10% Section 301 duty (14.9% in total on leather gloves). The UK charges 0% under DCTS with an origin declaration on the invoice (or a Form A). The EU charges 0% under GSP+ with a statement on origin from a REX-registered exporter.
- Ship by air from Sialkot (SKT) or Lahore (LHE), or by sea via Karachi. Clear customs through a broker.
Rates and rules are as of 10 October 2026 and change often, especially in the US. Before you order, confirm the classification and rates for your exact product with a licensed customs broker.
Why import boxing gloves and sports goods from Pakistan?
Pakistan's sports-goods industry is concentrated in Sialkot, in Punjab. The city has made leather sports goods for export for more than a century.
FY2025-26 (July–June), up 10.1% year on year.
FY2025-26, up 11.7%: the largest category.
FY2025-26, down 5.9%. Covers all sports gloves.
Estimated share of the world's supply made in Sialkot.

Four things make Sialkot practical for importers:
- Infrastructure built by exporters. Members of the Sialkot Chamber of Commerce and Industry financed Sialkot International Airport (SKT), which is described as Pakistan's first privately owned airport (Profit, Dawn). In the 1980s the Chamber also set up the Sialkot Dry Port, where goods are cleared through customs inland (SCCI).
- Leather and hand-finishing. Cowhide, buffalo leather and PU are all sourced locally, so one supplier can cover good, better and best price tiers.
- Small MOQs on custom work. Custom orders of a few dozen pairs are common. ForgeSports' MOQ is 20 pairs per design on gloves, wraps, mitts and paddles.
- Duty preferences. Pakistani goods enter the UK and EU at 0% on these lines. China is in neither scheme, so Chinese leather sports gloves pay 8% in the UK and 9% in the EU.
When China may suit you better
China is usually the stronger choice for very high volumes of moulded or budget synthetic gloves and for products with electronics or complex plastic parts. It also suits buyers who already consolidate other Chinese goods. In the US, both origins now carry extra duties, so compare the full duty for each with your broker. We set out the trade-offs in Pakistan vs China for boxing gloves.
HS codes for boxing gloves, MMA gear, gis and footballs
The first six digits of an HS code are the same worldwide. The digits after that, and the duty rates, vary by country. The table gives the US 10-digit line and its normal (MFN) rate. UK and EU rates are in the duty section.

US lines and rates are from the USITC HTS, checked on 10 October 2026. CBP's database was unreachable when we checked, so the ruling numbers come from secondary copies. Confirm them on CBP CROSS. A ruling binds only the goods it describes.
Four rules behind the table
- Gloves are not "sports equipment" in the tariff. Note 1 to Chapter 95 excludes gloves, mittens and mitts. They're classified by the outer material: leather is 4203, plastics 3926, rubber 4015 and textiles 6116 (UK Trade Tariff). That makes 9506 the wrong heading for boxing gloves.
- Pads and mitts are a grey area. We found no ruling for focus mitts or Thai pads. They're worn on the hand, so customs could treat them as "mitts" and classify them by material. Get a ruling before a large order.
- Construction changes the duty. A latex-palm keeper glove with a textile back went to 4015.19 at 14% in the US. A knitted glove coated with latex can fall in 6116.10 at 2.8%. Hand wraps are 9506.99 in the US but 6307.90 in the UK. A cotton gi set fits the US "oriental martial arts uniforms" line, while poly-cotton gis are classified garment by garment.
- Get a binding ruling when the stakes are high. In the US, request one under 19 CFR Part 177. In the UK, apply for an Advance Tariff Ruling, and in the EU for Binding Tariff Information.
Sports goods import duty: US, UK, EU, Canada and Australia
All rates below are as of 10 October 2026, for goods of Pakistani origin.
United States: normal duty plus 10% Section 301
Pakistan has no US preference: GSP expired on 31 December 2020. Goods of Pakistani origin entered on or after 24 July 2026 also pay an extra 10% Section 301 duty (HTSUS 9903.05.62). USTR imposed it after finding that Pakistan does not effectively enforce its own ban on forced-labour imports. The duty has no end date. A legal challenge was filed at the Court of International Trade the same day (USTR; CBP CSMS #69326983).
| Product | MFN rate | Section 301 | Total duty |
|---|---|---|---|
| Leather boxing / MMA gloves | 4.9% | +10% | 14.9% |
| PU / PVC boxing / MMA gloves | 3% | +10% | 13% |
| Mitts, pads, guards, hand wraps | 4–4.6% | +10% | 14–14.6% |
| BJJ gi (cotton set) | 7.5% | +10% | 17.5% |
| Goalkeeper gloves (latex / knit) | 14% / 2.8% | +10% | 24% / 12.8% |
| Boxing shoes | 4.3–20% | +10% | 14.3–30% |
| Footballs | Free | +10% | 10% |
Duty is charged on the transaction value. That is normally the FOB price, without international freight and insurance. You also pay the Merchandise Processing Fee: 0.3464% of the value, with a minimum and maximum that CBP resets each 1 October. Sea freight also pays the Harbor Maintenance Fee of 0.125%.
Recent history: a 19% IEEPA "reciprocal" tariff applied to Pakistani goods from 7 August 2025. It ended when the Supreme Court struck down the IEEPA tariffs on 20 February 2026 (Clark Hill). A temporary 10% Section 122 surcharge then ran until 24 July 2026. If you paid IEEPA duties, ask your broker about refunds.
No de minimis: the $800 duty-free exemption has been suspended for all countries since 29 August 2025, and the law repeals it from 1 July 2027 (Thompson Hine). Even courier samples need a customs entry and pay duty.
UK (DCTS) and EU (GSP+): 0% with proof of origin
UK: Pakistan is in the Enhanced Preferences tier of the Developing Countries Trading Scheme, which gives 0% on about 92% of tariff lines. The UK Trade Tariff showed 0% on every line we checked. To claim it, the exporter makes out an origin declaration on the invoice or another commercial document, or completes a Form A. Neither needs REX registration or a stamp from a Pakistani authority (GOV.UK; HMRC proof-of-origin notice). The HMRC notice exempts consignments worth up to £1,000 from needing a proof of origin, as long as the preference is claimed on the import declaration. If you forget to claim, you can still claim a refund within two years of import.
EU: Pakistan has had GSP+ status since 2014, and the EU tariff database (TARIC) shows 0% on every line we checked. Here the exporter must be registered in the EU's REX system and make out a statement on origin on the invoice. The EU stopped accepting Form A for GSP claims when its switch to REX was completed in 2020, so don't rely on a Form A in the EU. A new GSP Regulation, (EU) 2026/1395, applies from 1 January 2027, and Pakistan must reapply. Current preferences continue until the end of 2028 while it does, so 0% after that is likely but not guaranteed.
| Product | Code | UK normal | UK, Pakistan | EU normal | EU, Pakistan |

Sources: UK Trade Tariff and EU TARIC (origin PK), checked on 10 October 2026. Import VAT is extra: 20% in the UK and the member state's rate in the EU. VAT-registered businesses can usually recover it.
You'll also need an EORI number. If you sell direct to EU consumers, note that from 1 July 2026 to 1 July 2028 there is a €3-per-item duty on parcels worth €150 or less that are shipped via IOSS or by post.

Pakistan qualifies for Canada's General Preferential Tariff, but it adds little: most of these lines are already free, and gis and footwear have no GPT rate. Australia lists Pakistan as a developing country, but no lower rate is shown on these lines. GST is added at import: 5% in Canada, plus any provincial tax, and 10% in Australia.
UAE and Saudi Arabia
Gulf states apply the GCC common external tariff, which is generally 5% of the CIF value (ITA). Import VAT is added at 5% in the UAE and 15% in Saudi Arabia. We haven't verified rates for individual products, so check yours with your clearing agent.
Worked example: landed cost of 100 pairs of leather boxing gloves
This example uses a real price from our 2026 list: cowhide boxing gloves with multi-layer foam at $24.47 a pair FOB. The freight and broker costs are assumptions, so replace them with your own quotes.
| Cost line | USA | UK | EU |
|---|---|---|---|
| Goods, FOB Pakistan (100 × $24.47) | $2,447.00 | $2,447.00 | $2,447.00 |
| Air freight + insurance (assumption) | $900.00 | $900.00 | $900.00 |
| Value duty is charged on | $2,447.00 (FOB) | $3,347.00 (CIF) | $3,347.00 (CIF) |
| Customs duty | 4.9% = $119.90 | 0% = $0.00 | 0% = $0.00 |
| Section 301 duty | 10% = $244.70 | – | – |
| Merchandise Processing Fee (minimum, placeholder) | $35.00 | – | – |
| Broker, bond and handling (assumption) | $250.00 | $250.00 | $250.00 |
| Landed cost (excl. recoverable VAT) | $3,996.60 | $3,597.00 | $3,597.00 |
| Per pair | $39.97 | $35.97 | $35.97 |
| Extra duty if the preference isn't claimed | – | +$267.76 (8%) | +$301.23 (9%) |
Rates as of 10 October 2026. The US charges duty on the FOB (transaction) value. The UK and EU charge it on the CIF value at their border, in sterling or euros (shown here in US dollars). Shipping is by air, so there's no Harbor Maintenance Fee. Recoverable import VAT is excluded (about $669 at the UK's 20%).
Two lessons from the numbers:
- Proof of origin is worth real money. Here, a missing UK origin declaration or EU REX statement on origin would cost about $2.70–$3.00 a pair. Make sure the invoice carries the right one before the goods ship.
- US entry type matters. Informal entry normally covers shipments up to $2,500. However, 19 CFR 143.21 excludes articles worth over $250 that are classified in Chapter 99, Subchapters III and IV, which is where the Section 301 duty sits. Ask your broker whether you need a formal entry and a bond. Our example assumes you do.
FOB vs EXW vs DDP: which Incoterm to use
An Incoterm sets who pays for each leg of the journey and where the risk passes from seller to buyer. Use Incoterms® 2020 and always name a place, for example "FCA Sialkot Dry Port" or "FOB Karachi".
| Term | Risk passes to you | Freight | Export | Import | Best for |
|---|---|---|---|---|---|
| EXW Sialkot | At the factory, before loading | You | You | You | Rarely sensible from Pakistan |
| FCA named place | When handed, export-cleared, to your carrier | You | Seller | You | Air freight, containers, consolidated cargo |
| FOB Karachi | When on board the vessel | You | Seller | You | Sea freight with your own forwarder |
| CIF your port | On board at Karachi, though the seller pays freight | Seller (+ minimum insurance) | Seller | You | One price to your port; check the insurance |
| DAP your address | At your door, ready to unload | Seller | Seller | You | Door delivery; you stay importer of record |
| DDP your address | At your door, duty paid | Seller | Seller | Seller | Seller can legally import into your country |
Export and Import show who clears customs at each end; the importer also pays the duty. FOB and CIF are for sea and inland waterway transport only. EXW, FCA, DAP and DDP work for any mode of transport (trade.gov).
Why FCA beats EXW from Pakistan
Under EXW, you must clear the goods for export in Pakistan, which a foreign buyer normally can't do. The seller doesn't even have to load the truck, yet the risk is yours from the factory gate. Under FCA, the seller clears the goods for export and hands them to your carrier at a named point: the factory, the dry port or the airport. The ICC also recommends FCA over FOB for container shipments, because risk then passes at the terminal rather than on board.
What about DDP?
DDP only works if the supplier can act as importer of record in your country. For the US, the price must include the 10% Section 301 duty. For the EU, the seller needs a VAT registration, and the GPSR still requires an EU-based responsible person. For most first orders, FOB or FCA with your own forwarder gives you the most control. Our published prices are FOB. If you're shipping by air, ask us to quote FCA and we'll confirm.
Shipping from Sialkot: air, sea and transit times
Air: Sialkot (SKT) and Lahore (LHE)
Samples and small orders usually go by express courier. Larger air shipments leave from Sialkot International (SKT) or Lahore's Allama Iqbal International (LHE). Air freight is charged on actual or volumetric weight, whichever is higher. The usual divisor is 6,000 cm³ per kg, and couriers often use 5,000. Boxed gloves are bulky, so ask for carton dimensions and weights with your quote.
Sea: Sialkot Dry Port to Karachi or Port Qasim
Containers can be cleared and sealed at the Sialkot Dry Port, then moved to Karachi Port or Port Qasim. Small orders ship LCL, sharing a container with other cargo. Larger orders fill a 20 ft or 40 ft container (FCL).
| Mode and route | Typical transit (estimate) | Best for |
|---|---|---|
| Express courier or air freight, to US / UK / EU / Gulf | About 3–7 days door to door | Samples, first orders, urgent restocks |
| Sea, Karachi → Jebel Ali (UAE) | About 3–6 days port to port | Gulf distributors |
| Sea, Karachi → Felixstowe / Rotterdam | About 20–35 days port to port | UK and EU volume orders |
| Sea, Karachi → US East Coast | About 25–40 days port to port | US volume orders |
| Sea, Karachi → Sydney (transshipment) | About 20–30 days port to port | Australian volume orders |
Typical estimates only. Confirm with your forwarder. Add inland transport to the port and customs clearance at destination. Red Sea disruption can lengthen sailings to Europe and the US East Coast.
Shipping documents
- Commercial invoice and packing list with the description, HS code, quantity, value, Incoterm, carton count and weights.
- Bill of lading (sea) or air waybill (air).
- Proof of origin: for the UK, an origin declaration on the invoice (or a Form A). For the EU, a statement on origin from an exporter registered in REX.
- US sea freight: an Importer Security Filing (ISF) at least 24 hours before loading (CBP), plus a customs bond for formal entries.
- Any test reports your market or retailer requires (see compliance).
How to pay a supplier in Pakistan safely
The US International Trade Administration ranks the main methods of payment by risk:
| Method | How it works | Risk to you | Risk to supplier | Typical use |
|---|---|---|---|---|
| T/T (bank transfer) in advance | You wire a deposit and/or the balance before shipment | High | Low | Samples, small and first orders |
| Letter of credit (L/C) | Your bank commits to pay when compliant shipping documents are presented | Low to moderate (bank fees) | Low | Larger orders, new relationships |
| Documentary collection | Banks release the shipping documents against payment, with no bank guarantee | Moderate | Moderate | Established buyers |
| Open account | You pay after shipment, for example within 30 days | Lowest | Highest | Long-standing relationships |
Paying a deposit before production and the balance before shipment, often split 30/70, is common in the industry. Negotiate the terms that suit your order. At ForgeSports, payment terms are agreed in writing at commercial approval, before any sample is made.
Protect every payment
- Pay only into a business account in the same company name as your proforma invoice.
- Confirm bank details by phone or video call before the first payment. Treat any emailed "change of bank details" as fraud until you've confirmed it by phone.
- Make the balance payment depend on an inspection report or on production photos you've approved.
- For an L/C, check before you open it that the supplier can provide every document you list.
Samples, AQL inspection and quality control
Samples: approve a physical "golden sample"
Send a tech pack or reference product, vector logos, Pantone references, your weight and size split, packaging artwork and your destination market. Approve a physical sample, not a photo. Keep a sealed, signed "golden sample" at each end as the reference for production and inspection. As a guide, glove samples in Sialkot typically take one to three weeks. Bulk production typically takes three to six weeks after approval. ForgeSports confirms your timeline in writing at the specification stage and starts production only after you approve the sample.
AQL sampling: how many units to inspect
Inspections commonly use ISO 2859-1 single sampling (normal inspection, general level II). Typical limits are 0 critical defects, AQL 2.5 for major defects and AQL 4.0 for minor ones. A pair usually counts as one unit.
| Lot size | Units inspected | Max major (AQL 2.5) | Max minor (AQL 4.0) |
|---|---|---|---|
| 91–150 | 20 | 1 | 2 |
| 151–280 | 32 | 2 | 3 |
| 281–500 | 50 | 3 | 5 |
| 501–1,200 | 80 | 5 | 7 |
Maximum defects accepted per sample. The lot fails if defects exceed the maximum. Agree what counts as a defect, in writing, before production.
Pre-shipment inspection
Book the inspection when production is complete and most goods are packed, so units can be drawn from sealed cartons. You can use a third-party inspector or go yourself. ForgeSports checks workmanship, materials, branding, sizing, quantity and packaging before dispatch, and sends photos and video during production. If you're using an outside inspector, tell us at the brief stage.
What to check, product by product
| Product | Key checks |
|---|---|
| Boxing & MMA gloves | Weight per glove against the label (8–16 oz) • stitching and seams • thumb attachment • even padding, no lumps • strength and alignment of the velcro or eyelets • leather and colour against the golden sample • logo position • left/right pairing • "Made in Pakistan" label |
| Pads, mitts and guards | Foam density and shape • strap and buckle strength • stitching at stress points • handle fixing • sizing |
| BJJ gis | Fabric weight (GSM) on a cut swatch • shrinkage after a wash test • measurements against the graded spec • collar thickness and width • patch placement • fibre and care labels. For competition gis, see our IBJJF gi specifications guide |
| Footballs | Size 5: 68–70 cm circumference, 410–450 g (IFAB Law 2) • roundness • pressure loss over 24–72 hours • seams • valve • print alignment. Only licensed models may carry FIFA Quality marks |
| Goalkeeper gloves | Latex grade and thickness against the spec • latex bonding, no lifting at the edges • finger-save spines, if specified • wrist closure • sizes and pairing |
Compliance and labelling by market
The goods must also be legal to sell in your market. Tell your supplier which market at the brief stage, so the labels and materials are right first time.
United States
- Origin marking: every article must be marked legibly, indelibly and permanently with its country of origin in English, such as "Made in Pakistan" (19 CFR 134.11). We can add this to your labels.
- Textile labels: gis and textile hand wraps need fibre content, country of origin and the maker's name or RN number. Gis also need care labels (FTC).
- Children's products: items for children aged 12 and under, such as kids' gloves and gis, need third-party testing and a Children's Product Certificate (CPSC).
- California Prop 65: if you sell into California, you may need warnings for listed chemicals. For this range, the usual concerns are lead, phthalates in PVC and chromium VI in leather (OEHHA).
- Forced labour: CBP can detain goods under 19 U.S.C. 1307. Keep records that trace your materials and production.
- Competition claims: sanctioned bouts use approved gloves, such as those on New York's list. Don't call private label gloves "fight approved" unless the model is approved.
European Union
- REACH: leather that touches the skin may contain no more than 3 mg/kg of chromium VI (Reg. 301/2014). Azo dyes that release listed amines are limited to 30 mg/kg in textiles and leather (Reg. 552/2009). Ask for lab reports on leather gloves.
- General Product Safety Regulation: since 13 December 2024, every product needs an economic operator established in the EU. The product must carry a type or batch number and contact details, and online listings must show the same information (GPSR).
- PPE and CE marking: shin guards, chest guards and other items sold as protective equipment generally need CE marking under Regulation (EU) 2016/425. The harmonised standards include EN 13277 for martial-arts protectors and EN 13061 for football shin guards (Decision 2026/1279). These products are typically Category II, which needs a notified body, so check your product's category. Whether boxing gloves count as PPE depends on the protective claims you make.
- Textile labelling: gis need fibre-composition labels under Regulation (EU) 1007/2011.
United Kingdom and Canada
UK REACH keeps the same chromium VI and azo limits, and Great Britain has its own PPE and product-safety rules. We haven't verified current UK guidance on UKCA versus CE marking or on textile labels, so check GOV.UK before you launch. Canada generally requires bilingual (English and French) fibre-content labels and a dealer identity on textiles such as gis. Confirm the details with the Competition Bureau. If you need lab test reports, tell us the requirement and we'll confirm how they can be arranged.

What is the HS code for boxing gloves?
It depends on the outer material. Leather boxing and MMA gloves are HS 4203.21 (US 4203.21.8060, 4.9%). Gloves with a PU or PVC outer are 3926.20 (US 3926.20.3000, 3%). Gloves are excluded from Chapter 95, so 9506 is wrong. Confirm your exact product with a customs broker.
How much duty will I pay to import boxing gloves from Pakistan into the US?
As of 10 October 2026, you pay the normal rate plus the 10% Section 301 duty on Pakistani goods. That's 14.9% of the FOB value for leather gloves and 13% for synthetic. The Merchandise Processing Fee comes on top, plus the Harbor Maintenance Fee for sea freight. There is no GSP and no de minimis exemption.
Are sports goods from Pakistan duty-free in the UK and EU?
On most lines, yes. You pay 0% in the UK under DCTS with an origin declaration on the invoice (or a Form A), and 0% in the EU under GSP+ with a statement on origin from a REX-registered exporter. Without valid proof, normal rates apply: 2–16% in the UK and 2.7–16.9% in the EU. EU GSP+ continues until the end of 2028 while Pakistan reapplies.
Can I import samples from Pakistan duty-free?
Not into the US. The $800 de minimis exemption has been suspended since 29 August 2025, so courier samples pay duty, including the 10% Section 301 duty. In the UK and EU, couriers usually collect import VAT and a clearance fee.
Should I buy FOB, EXW or DDP from Pakistan?
For most importers, FOB (sea) or FCA (air and containers) with your own forwarder gives the most control and the clearest costs. Avoid EXW, because it makes you responsible for Pakistani export clearance. DDP builds duty into the price and only works if the supplier can act as importer of record.
How long does shipping from Sialkot take?
As a typical estimate, air or express courier takes about 3–7 days door to door. Sea freight from Karachi takes roughly 20–35 days to northern Europe and 25–40 days to the US East Coast, plus inland transport and clearance. Confirm current schedules with your forwarder.
How do I pay a supplier in Pakistan?
Usually by bank transfer (T/T). A deposit before production with the balance before shipment is common in the industry, and letters of credit suit larger orders. Pay only into a company account in the supplier's name, and confirm the bank details by phone first.
Do I need a customs broker?
It isn't always compulsory, but most commercial importers use one. A licensed broker files the entry, checks the classification and calculates the duty. In the US you'll usually need a customs bond too. In the UK and EU you need an EORI number.
What is the minimum order to import from ForgeSports?
The MOQ is 20 pairs per design for boxing gloves, MMA gloves, hand wraps, easy wraps, focus mitts, strike paddles and drum mitts. FOB prices start at $1.27 for hand wraps and $7.47 a pair for boxing gloves. BJJ gis, goalkeeper gloves and footballs are quoted per specification, with the MOQ confirmed per design.
